Most likely, he's gotten some head trauma or picked up a parasite. In either case, spinner guy is likely not going to be around - no pun intended - much longer.

Would it be better on their behalf to stop chlorinating the pool for a couple weeks, while they hang around? Or can they tolerate the chlorine like us? Just curious.
I work at a water park, and when they first filled the pools for the season, it attracted a lot of ducks. Once the chemicals were added, they lost interest quick.
Then I guess not your pool, not your problem. But they are a problem for who ever does own a pool, and I’d suggest they remedy the situation very very quickly regardless of how cute they are.
