Did they totally lack empathy or did the only lack it for their victims? One of the defining features of genocidal regimes is the dehumanisation of their victims. We don't have empathy for non humans generally (there are obvious exceptions) so that's how it works.

You really don't need to define what evil is very carefully unless you're arguing that nobody without empathy can ever understand reasons why not to commit acts society has branded as evil, and come to a decision not to do them. Similarly why people who do not let their racist or murderous impulses out for reasons other than risk of punishment. The problem is not the lack of capacity, or particular impulses. It is the act.
