Muslim here and it's not a chador either. That is an outer cloth that just gets wrapped around. This looks like it's a solid two piece. It would be a khimar (the headpiece) and an abaya (dress). If they wore a veil around their face, it would be a niqab. The burqa is a garment that goes from the head all the way to the ground and usually has mesh in front of the eyes. For reference, I am a Muslim femme who does wear the niqab.
