Of course the U.S is. China is openly developing the means to invade Taiwan and destroy U.S assets that might try and intervene. The military is perpetually reviewing strategies for all sorts of contingencies (CH invades TW, CH attacks US ally Philipines, NK starts ratting their rusty saber, RU aggression, etc). China is politically ambitious and militarily formidable; the US needs to have up to date plans at all times to respond. It's not really "planning for war" so much as being prepared for what might happen.

How often has Trump gone up against someone both richer and with more social media reach than him?
