I lived in the DMV for over 6 years and the crime and homelessness wasn't that bad. No worse than any other big city I've been to. Trump is blowing this up on purpose, plain and simple. Data from the Metropolitan Police here shows that total violent crime is at a 30-year low. But there have been incidents which trouble residents....

The word "crime" is and has been a conservative dogwhistle for well over two generations.
"Criminals" are poors and nonwhites, "crime" is anything those people do, and "being tough on crime" is keeping the poors and nonwhites in check by force so they know their place.
So yes, "crime" in DC is absolutely out of control... in that it's full of poors and nonwhites that don't have a boot on their neck, which is unacceptable and must be remedied posthaste by deploying ten new boots for every neck.
