Don't. It doesn't properly apply the caulking. You need the pressure from the second swipe from either the tool or your finger to press the caulking into the crack so it'll hold properly. That way is easy and looks nice... Right up until the first rain.

Okay, i actually did this in the Nevada desert. We do this to help regrow the plants in the same area. We’re trying to turn the slopes into turned grounds to be able to keep wildlife rotating around. That’s what I was told we were doing and it makes sense when we would see more wildlife return the following year. I seems to be a better thing than people like to believe.

I'm sure they could be clearing it of organics for some specific reason and are planning to clear the stuff off the top once they're done scraping the sides, but when the crews I work with on projects doing that they don't normally clear that much of the sides at once. Just a bit so they can save off the top till they get down low enough to need to clean the sides up again. Cause otherwise shit just grows back before they get there...
