I think the idea of restricting the franchise to those willing to invest a significant portion of their lives in public service is certainly interesting (note that in the book he makes it clear that service is not necessarily military and is an absolute right for anyone, so that the only bar on the franchise is the willingness to devote a portion of your life to the good of the state) but in practice, like most proposed restrictions on franchise, it would be manipulated to oppress people.
