actually they did. They even had their own colleges (for a rather wide definition of that word) for their commanding ranks https://en.wikipedia.org/wiki/NS-Ordensburgen. It wasn't the SS that was the equivalent of ICE goons anyway though, that was very clearly the SA and the Gestapo, and both of these very much had a reputation for being full of brainless sadistic trolls that enjoyed violence. The SS came in later when the mass murder (as opposed to causal cruelty and street violence) started.
