They were put in place for this but that doesnt mean that companies dont hire incompetent people to meet diversity quotas, they have reason to think that its a stupid system. Sure we should be diverse but the problem arises when its a quota to fill, just like how police are looked down upon when they incarcerate minor offenders to meet quotas. There are employers out there who want to promote and hire minority candidates who may not be the best qualified on paper. They generally want to do it to encourage diversity. The problem is, if you hire or promote someone because of their race, it violates Title VII. Even if they are a minority. Even if your intentions are good.
