In germany somebody made house for an electricity box

I found this in my hometown (bavarian village) of germany when going for a walk. I am not sure why...but it seemed like he didn't like the looks of it infront of his house or was it not water proof enough?! I am not sure, but I remember it gave me a good laugh :D
