Sure that'll burn a bit of local government resources and piss people off, but does that actually help achieve your goals though? It seems a bit 'teenage prank', would just about get on the local news, and with CCTV everywhere (government/business buildings and every other doorbell) you'd get caught before anything major could come of it.

The point is chaos and limited resources actually they can't arrest everyone they'd need federal cooperation to do that which they hamstrung thus opportunity. And making little issues that all have to be dealt with stresses an overtaxed system allowing for bigger moves.

Bonus round in corporate offices cameras are easy to spot still due to expense and cheapness of those in charge they don't put them everywhere or really anywhere not very important. Bathroom is also off limits and has to stay so. So start there. And again you're providing static and cover for other perhaps more intrepid crewmates.
