The string of "hex" here is a transcription of the binary in the comic.
The hex notation is a more succinct way of writing and reading binary for humans, every four binary digits (0000 to 1111) can be neatly represented with one hexadecimal digit (0 to F).
ASCII (American Standard Code for Information Interchange) is a commonly used type of character encoding; it tells computers what the string of binary means as letters (once the computer knows to expect text). >
