Fun fact: the word tariff has a false friend in Greek, in that the loanword ταρίφα now means merely "surcharge," especially if it's unfair; or the going rate for a service when it is fairly exorbitant. Also of note, the word is especially tied to cab drivers, being a synonym for a cab fair (I think you can guess why...), plus there's the derogatory expression "ταρίφας" for a cabbie.

The phrasing is an intentional part of the confusion. Trump doesn't say, "I'm putting a tariff on goods coming from China," he says "I'm putting a tariff on China," implying that the burden of *paying* the tariff is going to be ON CHINA, the Chinese government will have to pay America money.
No. It's a tax. A tax on Chinese goods, paid by YOU, to the Trump administration. Your "messiah" is taking your money. Again.
