Looks like the upper portion was repointed at some point.

Repointed is my guess and they didn't think to match the existing mortar

There are a few reasons it could be that way. One is that the top got re-pointed at a different time. Or it could be an addition because the

codes changed at some point with regard to how far above the roofline the chimney had to exhaust. Or it could be something else I don't know
