Alarm guy here. It's one side of a set of ancient (70's?) photo electric beams. There is or once was a receiving unit on the other side. It may be missing since it could've been passive meaning no electrical connections, just mirrors.
You probably own one an just don't know it in the form of the beam across the bottom of your garage door. It's to create an invisible line that when crossed, creates an action; trip an alarm horn, open a gate, close a gate, turn on lights etc. it is more precise in its area of coverage than a motion detector but also easier to defeat by climbing over or under. Think of it as an invisible fence.
