Figured I'd get some extra opinions on what might have happened.
Update: here's what my buddy had to say (he's a troll).

Have you progressed the main quest at all? Might be possible some mythic dawn agents strolled by, saw you and attacked, npc's got involved, some died...
Then again I once had a save where the entire imperial city garrison marched out all at once, I followed them all the way to Cheydinhaal, and they just all attacked one of their beggars.

I've just stolen Dagon's book. Those mythic dawn agents are crazy. I was in their temple pretending to be a member, and two of them got into a fight with each other spontaneously.

Yep that's the point in the game where undercover agents in cities will start attacking you out of the blue. XD
