I came home from work early and heard a loud noise from the back of the house. The neighbor behind me (other side of alley, we never met, he just moved in) was using my electricity to cut up metal for recycling, and throwing sparks all over the house and dried leaves in the yard. I asked what he was doing, and he said his breaker keeps popping, so he got permission to use this one. I shrugged and walked away, and immediately called the police. Obviously he didn't know I was the homeowner.
When the cops pulled up, he took off and left his grinder and the metal he was cutting up, which included a stolen aluminum letter. I moved it all to the alley curb off my property, and somebody stole it before he came back. He knocked on my door to ask if I had his stuff. The audacity of some people. I pretended to check the security cameras while talking about the situation, and recorded a confession from him. The cops trespassed him from my property, but wouldn't arrest him for the theft.
I went down a whole sub reddit how people steal water from the city. Specifically in old homes like mine where the meter is in the basement, you can just re plum around it. Others who have a long pipe to turn the water back on between 5pm and 6am after the city has turned it off for not paying their bill. I guess if they're not working, they won't catch you
It's my impression that to get away with it, you have to cheat in a way that you still have consumption, just at a lower than average level. It's not unlikely that people are just good at saving water/power, but using none at all is highly suspicious and will be investigated.
Yeah they would attached a close valve to the new plumbing so some water would go through the meter. My house has a tamper tag to see if it's been messed with but it's so old it's practically deteriorated off
