The v.st colour mod v3 board is an open source piece of hardware meant to allow a modern computer to interface with a vector CRT monitor like you'd find in an Asteroids or Tempest.

I'm planning to use it with a 19" B&W vector arcade monitor I'm rebuilding and make a B&W vector MAME cabinet

Had the board made by JLCPCB and all the components from mouser. Total cost of materials was about $180.

Part way during the build

Finished board. Still need to program the teeny and hook it up to an oscilloscope in XY mode to test it.

Bill of material used these DALE resistors which are too long to lay flat on the board. I think mounting them vertically like this is ugly, but replacing them would be another $15.

That teensy 4.1 should have the processing power for it, that's for sure.

It can emulate a few games on its own. It's not how I intend to use it, but good for testing.

Had a college lab session where we had to do something similar. It was to get a Z80 to produce graphics on an oscilloscope. I remember some DA convertors and opamps but the rest is a bit hazy.
