If they could find his actual ball in that unplayable rough it's still a shot (or two, I dunno for sure) penalty to take a drop (if it's playable then a good golfer can waste a shot or two getting it back onto the fairway) , if they can't find his original ball it's a two or three shot penalty. Instead the caddy dropped the same kind of ball he's playing outside the rough so there is no penalty and never even bothered looking for the one he hit.
