So, it’s a loophole. Research accidents or poor results do happen. We don’t want to discourage the next breakthrough which is why these rules are so lenient (because proving intent to defraud is very difficult). This is a case where I feel like that leniency is being taken advantage of. Chelation therapy has been concluded to be unethical to conduct clinical trials based on the risk vs reward factors. That was one of the therapies that Geier used. There needs to be a peer review for intent.
