Almost stepped on this little guy and thought it was an earth worm at first. It’s pretty cold out, so I’m not sure how he’s doing.

Looks harmless, but I don't know where you are or what sneks are there.
Snakes will come out even when it's cold to catch some sun and warm up a little. They also do need to eat and drink water and will come out to get that. If it's dry where you are, some water in a low dish, or spritzing the snake so that it can lick the water off its scales is a good choice.
