I think they just wanted to make them rare for story purposes like how most star wars doesn't show people's limbs getting cut off willy nilly unless it's a story thing. Idk your guess is as good as mine, it's actually been a hot minute since I saw that show

It was somewhat cheesy, like they came in guns blazing and suddendly they all stopped to hear what this random ghoul (especially when BoS considers them monsters, trash and on par with cockroaches) has to say and let them murder one of them...but it was totaly in line with the tone of the show

they gun down every single person without blinking... but then MC ghoul starts talking and they just stand there doing nothing untill after he shoots and runs.... now... if he had stayed hidden so they had to try and figure out where he was talking from, and then suddenly just BAM out of the dark he shoots... fine.... the way they did it was just lazy, like a quicktime event cutsceen bossfight -.-
