It could be a boney scale from something like an anklesuar? Looks like bone to me.

Seriously just lick it. Bone is porous and your tongue will stick to it but petrified wood or rock won't stick

The whole stone you have looks like it’s conglomerate, so might not be a fossil but another piece of rock weathered at a different rate?
