They're doing damage control, but this is what they do. They latch on to a word or something and rebrand it. They're rebranding "garbage" to weaponize it against non supporters. It boils down to simply "NO U!", but it's effective. His supporters will start calling non supporters garbage. And it works two fold, bc it dehumanizes non supporters in a way that suggests action needs to be taken to get rid of them. This will make the coup pill easier for then to swallow in a month.
