8400 is a pretty good processor for that time period. Unfortunately it's not quad core. Might want to look into getting slightly faster ram though. I've been snagging PC's people have dumped and refub and messing around with them.
Core 2 Dou, now there's a name I haven't heard in a long time. *Obi Wan meme*. Look at all that backwards compatibility / transitional tech - PCI slots, IDE port, and LPT port.
It is a solid base for sure. You could probably slap Linux on it now and it would still be a half decent home-office (email, browser, videos, word processor) setup for grandma or parents if they can get over that it's not MS or Apple.
