Mildew. That should be caulk, not grout, but either way, scrape it out and replace it.

Mold/ mildew. I would dig it out, clean w bleach, then CuS (stump rot crystals dissolved), rinse w water a few (cont)

dry, fill the tub 3/4 to weigh it down, caulk w a silicon based caulk. Latex is likely what you have there now
