With modern monitoring tech, predictions are around ~75% accurate. Before the use of that tech, it was closer to around ~34%. And with the cuts and discontinuation of key monitoring systems, it will likely drop much lower than 34% because the old methods that got it to that point, simply don't exist any more.
So there's very little to actually make predictions with.

NWS released numerous warnings over the emergency alert system, sent to peoples' phones. Regional NWS office was operating normally and properly staffed. This part of Texas is prone to flooding, and a warming climate makes these events more intense.

It'll then be paid for with profit by public until - it gets so bad it's not fit for purpose, the party in power changes and these things are nationalized/replaced. If you're really lucky, technology may make a large part of it obsolete and cheapen the cost of the goal of the service (e.g. email for post - there's a lot of problems with parcels and voting etc but the bulk of letter delivery is now email)

Problem is, the private sector used the resources provided by the Government.
Because those monitoring systems simply cost too much to operate for any individual weather company to be able to afford.
Because there's just not that much money in weather data collection. But there are huge amounts of costs due to the huge areas that need to be monitored.

That's not how the system works for weather.
You're thinking about 2 - 3 points down the chain of where the cuts are being made.
They want to privatise the data collection, which is currently free for all.
The kind of thing you are referring to is forecasting, which is the end point of the product chain, they want to privatise the very start of the chain.

As it has too many weather stations that need maintenance and that needs too many workers in the field. Plus, most people aren't going to pay for a weather report, they'll just go to a news site that posts it for free. And then peoples weather apps will likely do the same.

Not really, the systems cost too much.
And even with jacked up costings, it would take too long for them to make their money back.
So they are more likely to just proceed with worse data because that's cheaper.
And most weather forecasters aren't going to pay for massive markups, because most are already operating on shoe string budgets.
There's just not much money in the weather reporting sector. Profit margins are really small with not much growth potential.

The government would still pay for the service and provide the data for the weather forecasters at a loss, it would jest be operated and maintained by a private contractor, most likely some spacex offshoot, for orders of magnitude more money and less coverage. That's the business model of "privatise everything" politicians. It's not about being cost effective, it's about wedging your buddies corporation into the revenue stream and looting everything.

See, that can be done for basically anything else except weather.
Because without reliable weather reporting, modern farming can't function.
Storm warning's can't function.
It needs to be functional or people will die and infrastructure will suffer additional damage.
It's also not just the US that uses NOAA data, a lot of the worlds weather reporting is based on it.
