How do you read/use this multimeter?

Hello guys. What is this device? Is it a multimeter? It looks pretty old to me, something that was used probably a few years ago. In this picture, inside of it, i see some kind of light bulbs and some numbers inside of each light bulbs. How does it work? What do all those buttons do? How do you use it? Any information about this device would be of great help. Thanks in advance to everyone and have a wonderful day ^_^

Here is a closer look at the buttons and ports it has. Does anyone know what these buttons do? For example the "LOCAL", "INT", "REM", and all the other buttons. P.S.: the button above the "LOCAL" button is "RATIO X/Y"

A quick Google search gives a manual. Hp gear is well documented
