It's likely that the e-commerce system HP are using was introduced as part of an acquisition. HP will have fired all the knowledgeable people that set up the system as part of acquisition related cost reduction. The people who now manage the e-commerce system have figured out how to move the "cancel order" position but every time they try rolling it into production, it breaks the whole system. This is not exclusive to HPs e-commerce system - it is a running theme across all of their systems.
This company gives my customers so many issues. We cant even repair their printers anymore because they have drm that detects when it changes location and refuses to print in our shop unless we factory reset it and then it refuses to print when the customer takes it back home.

Does cancel even work?

HP is one of the worst companies I've ever worked with. Absolute shitheads.

The odd part is, this is basic design UI, in an e-commerce world for like decades now.
Not sure if it’s knowledge or indifference

Do you want another reason? Google "hp+". I’ve thrown away a new printer because of that. 🤬
