So - that's a pi pico, not a raspberry pi. It is a microcontroller, doesn't run linux. Original price sub $4, but the breakout board adds value. Use it for whatever you'd use an Arduino for.
Probably make sure it's functional before committing to a project. Unfortunately, there are a lot of scammers out there peddling fake raspberry pis. The person selling these for a dollar likely isn't trying to rip anyone off, but I'm always weary when they aren't in the original packaging. It's always possible they or their supplier got scammed somewhere along the way.
Only thing I have found is a project to make an emulator to hook up to a tv. I could make 2 of those and slap a couple of controllers on them, then stick them in the break room at work

No good - it's a pico. You need a pi zero or better for a pi-hole. The pico doesn't run linux.

It's pretty straightforward. A 5 minute YouTube video can walk you through it. I've set up my fair share of them for several different applications.
