Here is an example of displaying floating windows (Cameras displayed on OBS) without blocking tiled windows.
In order to achieve this affect, when creating the layout display feh windows showing cropped versions of the desktop background to give the appearance of no tiled window. Display the floating window over it, and you're good to go.
