Yeah, that ending is never how it goes. If there's no one to fight, then the people will start noticing that, even with all the "problem groups" gone, there are still problems. And they will start looking for ways to fix that. They NEED an enemy. When they eliminate all enemies without, they select the least-desirable group from within, cast it out, and make it the new enemy.
