I'm going to assume that the CPU was already dead. I know there are people out there who destroy brand-new stuff for attention, but those people are rare. Therefore, this CPU is either dead, or of no use to the owner due to age. I know I have a few old CPUs laying around just doing nothing that I don't care about.
