When did he first say/write it? It was in his book (Programming Perl) published in 1991, but there were web developers around by then.
It was published there, but was known earlier in the perl community (via usenet). And no webdevs that early (unless you mean browser devs)
There were web devs within CERN and other research centres before Programming Perl was published, but that's why I asked about first use.
