For those who are asking, S1E15 - Understanding Willow is the official introduction of the tweezers in the show, however I think they appeared in a flash game before that. They let you remove a memory from a person, the memory shows up like a polaroid, and if it is damaged it *can* cause damage to the memory of the person themselves.
In the episode they premiered, it was a number of early and important memories that got damaged, which is why it had such a big effect on Willow. I think the implication is that as long as it's not "Core" memories that are being erased, the effects are much less severe.
Episode 15, "Understanding Willow". Willow and Luz are doing a photography-like project that involves pulling Willow's memories out. When a mishap causes them to be damaged, the friends have to find a way to save Willow before she forgets who she is ... FOREVER
