Musk, using his minions, can go straight to databases and do key based searches to modify the amounts to be sent out with the access levels he and his programmers get.

Bypass all the bureaucratic processes that are usually required to things done.

No need for requests to people when you can log on to the system at issue and immediately pull up and modify files.

This is part of his "why let bureaucrats get in the way of the Executive branch" theory.

Finance software makes it basically impossible to go "your account is now 8mil less" since that'd enter into "deleting/creating money out of thin air without permission". Even with admin rights this cannot be bypassed, requiring a paper trail of where the money came from or went. So Musk's control is, in all likelihood, more like "I can block money transfer", which seems to be what happened in this case.

The treasury department does transfers. With full control he can simply initiate and approve a transfer from a government account to a different one.

The software will also have some form of double entry accounting to quickly show where money has been added or removed - the complex financial software used for large organisations is designed to make such manipulation easy to identify via reporting and audit trails. In the case of NYC, they were also expecting the money to arrive and when it didn't, thet were able to identify the issue even if Treasury management was not reporting the issue when it showed up in reports.

Totally unrelated to the headline here but did you know as a rifle round enters a soft target its traveling at such speeds that the shockwave is what does the most damage. The projectile is usually on teh smaller size compared to pistol rounds but travels at significantly higher speeds, which as a result can cause massive trauma, even if the exit wound is small. Now a pistol, esp if its a HP, does most of the damage from the weight and size of the projectile and less on the speed.
