Most Linux windows manager disable focus stealing and configure how windows are get/don't get focus.

I’ve used Ubuntu, Lubuntu, Kali, Manjaro & Raspbian & have yet to find a single one that lets me disable it, but perhaps I’m looking wrong.

For Xfce "Settings Manager->Window Manager Tweaks->Focus" For Cinnamon "System Settings->Windows->Behavior". Not sure for Gnome/KDE -

-never really used Gnome and haven't used KDE extensively for over a decade. The other stand alone WMs you would have to look up the docs.
