There wasn't any Mars Reconnaissance Orbiter satellite relay yet. They relied on two-decade old photos from the Mars Viking orbiters, which were prototype relays, but which had malfunctioned after taking measurements for a few months. They also uploaded amateur telescope reports of Martian weather to approve the landing date. It didn't hover land. It came in fast and needed airbags.
