I think the comment comes from it being quite common that people brake basically as late as possible, slow down only to get over the hump and then zoom away again.

Someone did something like that in a rural area near Ottawa Canada a number of years ago (couldn't find it online, pre-Internet). A huge bump, painted flat black so it couldn't be seen at night until too late, and it wasn't a low speed road, so quite the shock for some people!

Some years ago, my brother lived next to a street that was on an incline and someone in the neighbourhood with a Nissan Micra kept speeding, going double the allowed speed at least. Eventually a bump was installed halfway down the road. Then this dipshit came racing downhill again and became airborne for a moment. The guy was ok but a bit rattled and bruised. The car wasn't doing so well, though. Had to be towed.

It shows that small change can have an effect. Now put some big flower pots in or whatever can be safely installed to make the road more narrow and a bit curvy. Soon the road will return to being a street
