OldSchool Runescape Connecting to Update Server Error

So I just ran into this today. I haven't had a problem with connecting in the past, and I don't have a problem on my laptop (this error occurred on my desktop). At first I thought it was due to launching from browser, so I downloaded the client and the problem still exists. I have uninstalled/reinstalled java, I have disabled my firewall, and I have made sure that the outbound ports 443, 43594, and 43595 are allowed through my firewall (though again, after completely disabling my firewall this problem still persists). I have turned off my desktop and restarted my router and still nothing. I have held the 's' key through start to 'finish' of running my launcher and it still gets stuck on this section. I have looked everywhere for solutions but I have not found any that work. Running as admin also does not work. Again, my laptop works but that is inconvenient compared to my dual-screen desktop. Any suggestions as to what I should do on solving this problem?

I probably will have to but I'd like to try everything I can first and then do that.

I've done all of these, as I explained in my note underneath. Thanks for trying, though!
