By default, Google Docs doesn’t put any padding between adjacent paragraphs. The good news is that it’s configurable.
Alt-/ (or Alt-z) opens the Tool Finder. Type “paragraph” to find the command Add space after paragraph.
That only changed the current paragraph, but you can then Update ‘Normal Text’ to match.
