Possible Pelican Spotting?  In Chicago?!

Saw this behemoth looping around some parks close to Montrose Harbor today. Its wingspan had to be between 4-5 feet. Not sure if its a Pelican, but its legs were seemingly too short to be a heron or stork...any ideas or confirmation? Thanks!!!
