I really don't think "Normies" say that HTML isn't a programming language. I mean, we can have the argument between scripting/interpreted languages versus compiled languages but we ain't Normies.

This is like saying "plain text is a programming language." Plhtml is an interpreter that executes programs encoded in html formatted files. The "program" is valid html, but you have to look way outside the html spec to make it runnable.

That's not HTML, that's plhtml – which is specifically designed to be a programming language with a syntax that looks like HTML.
