Run a solid cord to the bottom of the top moving segment where it passes thru a plastic peg (3/8" OD) that will slide smoothly in a 3/8" slot in the vertical base. The slot will be the length of designed travel of the upper, allowing free motion. The base will also have a round hole 1" to 1-1/2" diam. open at the bottom, in which a coiled power cord is attached to the wire on the moving top and secured at the bottom where it connects to a standard cord to plug into an outlet.
If you're more comfortable with diy stuff you could skip the wire entirely and have a metal rail and attachment and electrify the whole thing. it should be enclosed but you get to decide how dangerous you want the pieces in your own home.
Or if youre more comfortable in not dying then just run the cord up the middle.. Extra wire at the bottom so it can get pulled up and slots in the moving parts to keep the wire free

Yeah dude you didnt read what i said. You put the cord up the middle.... Hollow out the lower end so the flexible cord has room to compress, and cut a track for the cord to go up the middle of the top part. Not hard...
No I read what you said, and just think you're imagining a perfect world where the cord magically and smoothly moves back down and doesn't bind at all because gnomes live in the center and just push the cord down for you.
Why would it get stuck going back down...... you only need like a foot of extra cord and if you have some extra flexible thinner wire it would have no problem falling down as you push the lamp back down. There might be a issue if you were trying to shove 5 feet back in but not with a foot or 2.
