My guess is because with just 1 lead there's more chance of the dog freaking himself out so much he spins off the table and just hangs by the neck. The 2nd lead is to stabilize him to lessen that chance.
Dogs can wiggle around easily if there's only one restraint, which makes grooming more dangerous for pup and groomer alike. Two restraints keeps the pup more still and also prevents them from sitting. For elderly dogs and those with hip issues, it actually makes the experience much easier on them because they can let the restraint do all the work to keep them standing.
