Shit I drove one to 200k+ don't think the seals ever needed replacing. I'd have to ask the guy I bought it from to be sure. But I think he would've warned me. Good freind bought it for $1000 gave me 4 rotor and pad set studded snows on rims oil filters and more he planned ahead for maintenance. Probably still got a couple oil filters somewhere.
for bad apex seals? no. rotaries already consume engine oil (via the metering pump) normally to lubricate the rotor seals. in racing, metering pumps can fail, so take them out and run pre-mix ala 2-stroke. won't fix bad apex seals. (raced a 12a PP rotary for several years)

not if you throw some oil in the fuel like you might a 2-stroke. yes, really. that's the trick.
