It's pretty bad for the tree, yes. When it's planted again the roots will not always spread out as far as they need to and the use of heavy machines

compacts the soil around the trees which is even worse for them. So if they are going to plan this in an area that has been run over by heavy equipment, the roots will never fully extend and the tree can more easily be knocked over by wind, yada yada.
