So Dolphins are ready to play the game.. (Read description)

I don't know if it is a thing but we have theorized that living being can be categorized as living, sentient, and self-aware. Self-awareness requires beings to be able show intelligent behavior like being able to identify themselves in the mirror, being able to play puns on others, and appreciating/consuming narcotics among others.
Now, dolphins have sure got the last one correct. Especially owing to the fact that the drug is basically a venom/poison, it would require great intellect to actually risk their lives to get high and doing it on a community level.
Considering we are getting dumber by the day, thanks to all the technology, can Dolphins overthrow Humans as the dominant intelligent species. Maybe take our place on the Interstellar Council of Galactic Cooperation or some shit like that. Any thoughts?
