I think it's a custom SKS, I have seen them before but a custom SKS with a 30 round mag is closer to an AK47 than it is to an actual SKS. The SKS shares a LOT with the AK47's especially the earlier versions, which is not very surprising.

With 200k stolen every year (that's only those that are reported stolen) there are a lot in circulation and it could be someone he knew that filed off the serial number, sold it to him and reported it stolen. When there is no actual regulation for how to store your firearm there will always be a steady flow of stolen or straw purchased ones.

Modifying or destroying a firearm’s serial number is a Federal offense. It’s an illegal firearm, which, no matter how many gun laws are in place will always be available to those that know where to get them.

I do think we should have more background checks and laws around gun ownership but if they serial was filed down, then most likely was a black market gun. Not much you can do about that.
