It is kind of a messed up process. Usually the parent teaches them a few core advanced skills, then schools identify "gifted kids." Then they give them more attention, training and the opportunity to advance faster and typically for free.

Extremely intelligent children are offered to skip grades starting at a young age. Skip enough grades and you can graduate high school then college super early.
